A ''pardon'' means an executive order vacating a conviction. The following is a complete list of persons pardoned and a complete list of persons granted clemency by George W. Bush. President Bush was regarded by many as being one of the most cautious presidents in modern U.S. history when granting pardons or commutations. President Bush granted presidential pardons to 189 persons who served their entire sentence and commuted in addition the sentences of 11 persons.

A ''commutation'' means a mitigation of the sentence of someone currently serving a sentence for a crime pursuant to a conviction, without vacating the conviction itself.
